LG Manoj Sinha Calls for Crackdown on Terror Financing, Infiltration Networks at J&K Security Review

Unified Headquarters meeting in Srinagar brings together senior Army, police and intelligence officials to assess counter-terrorism operations and winter preparedness.

SRINAGAR, Oct. 27: Jammu and Kashmir Lieutenant Governor Manoj Sinha on Tuesday directed security forces to intensify operations against terrorist support networks, disrupt infiltration attempts and cut off the financial and logistical assistance sustaining militancy in the Union Territory.

Chairing a meeting of the Unified Headquarters (UHQ) at Lok Bhavan in Srinagar, Sinha reviewed the security situation with senior commanders of the Indian Army, Jammu and Kashmir Police, Central Armed Police Forces (CAPFs), intelligence agencies and civil administration.

The Lieutenant Governor called for closer operational coordination among security agencies, stressing that real-time intelligence sharing and joint action were essential to counter emerging threats.

He directed officials to implement a comprehensive strategy targeting the infrastructure that enables terrorist groups to operate, including their sources of funding, logistical support and recruitment networks.

“A foolproof counter-strategy must be implemented to completely choke off logistical and financial support for terrorists and we must step up measures to disrupt and counter infiltration,” Sinha said.

He emphasised that counter-terrorism operations must continue against the remaining elements of terrorist organisations and their support structures.

“Operations must continue to neutralize the remnants of the terrorist ecosystem. We should aggressively target and dismantle the networks trying to misguide and radicalize the people,” he added.

The meeting was attended by Northern Army Commander Lieutenant General Pratik Sharma, Chief Secretary Atal Dulloo and Director General of Police Nalin Prabhat.

Senior military officers present included Lieutenant General Balbir Singh, General Officer Commanding of the Chinar Corps, and Lieutenant General Mohit Seth, General Officer Commanding of the White Knight Corps.

Air Vice Marshal Anand Sondhi, Air Officer Commanding for Jammu and Kashmir and Ladakh, also attended the meeting.

Other participants included Special Director General Coordination, Police Headquarters, S J M Gillani; Additional Chief Secretary, Home Department, Chandraker Bharti; Additional Director General of Police, CID, M K Sinha; and Principal Secretary to the Lieutenant Governor, Govind Jaiswal.

Senior representatives of the armed forces, central security agencies, intelligence organisations and civil administration participated in the review.

The presence of senior commanders responsible for different operational areas of Jammu and Kashmir reflected the meeting's focus on coordinated security planning across the Union Territory.

Sinha said collaboration among the agencies must be strengthened to achieve security objectives, particularly in preventing infiltration and disrupting the networks that provide assistance to terrorist organisations.

His directions placed emphasis on addressing the support structures behind militancy rather than limiting counter-terrorism efforts to operations against armed terrorists.

The Lieutenant Governor also called for stronger measures against individuals and networks involved in radicalisation and attempts to draw people towards extremist activities.

Alongside the operational review, Sinha directed the police and security forces to maintain public confidence by listening to citizens and ensuring that grievances were addressed.

He said security agencies must build trust through engagement with communities and responsiveness to public concerns.

The direction linked security preparedness with public cooperation, which remains important for gathering local information, identifying emerging threats and maintaining confidence in law enforcement.

Sinha also reviewed preparations for the winter months, when snowfall and difficult weather conditions can affect mobility, surveillance and security operations in mountainous areas.

He asked the police and security agencies to maintain vigilance against emerging threats and ensure that operational preparedness remained effective during the winter season.

The review covered the readiness of security agencies, although no specific changes in deployment, equipment or operational arrangements were announced.

The Lieutenant Governor also congratulated the Army, CAPFs, Jammu and Kashmir Police and intelligence agencies for ensuring the peaceful conduct of the Shri Amarnathji Yatra.

He acknowledged the coordination among the participating organisations during the annual pilgrimage, which requires extensive security arrangements across multiple locations and routes.

The Unified Headquarters provides a forum for senior military, police, intelligence and administrative officials to review security developments and coordinate responses to threats in Jammu and Kashmir.

Tuesday's meeting placed particular emphasis on disrupting infiltration, dismantling terrorist financing and logistical networks, countering radicalisation and preparing for winter security challenges.

The directions also reinforced the need for security agencies to combine operational vigilance with public engagement as they continue counter-terrorism efforts across Jammu and Kashmir.
