JAMMU, Sept. 29
The Jammu divisional administration has stepped up preparations for Reform Utsav, with Divisional Commissioner Ramesh Kumar directing officials to ensure timely dissemination of information and wider public awareness about the initiative across the region.
Kumar reviewed the preparations at a meeting attended by senior officers and examined the arrangements being made for information, education and communication activities linked to the programme.
The administration is seeking coordinated participation by departments to ensure information about the initiative and related activities reaches people across the division.
During the meeting, Kumar emphasised the need for IEC material to be prepared and circulated on time. He asked departments to use available communication channels to expand the reach of the campaign and ensure that people are adequately informed.
The review focused particularly on public outreach, with officials asked to plan awareness activities in a coordinated manner rather than treating communication as a separate exercise by individual departments.
Kumar directed Deputy Commissioners to ensure extensive publicity for Reform Utsav in their respective districts. District administrations will play a central role in taking information to the local level and coordinating activities involving different government departments.
Officials were also asked to make effective use of social media and other communication platforms to broaden public awareness.
The administration’s approach places emphasis on reaching people through multiple channels, allowing information to circulate beyond formal government notices and departmental communications.
Kumar stressed that IEC material should be clear, accessible and distributed sufficiently early for people to understand the programme and participate in activities organised as part of it.
The Divisional Commissioner also reviewed the responsibilities assigned to different departments and sought coordination between divisional and district-level authorities.
The objective is to ensure that arrangements are completed within the prescribed timelines and that departments work together during implementation.
The meeting examined district-level preparations and the measures being taken to generate awareness among residents. Deputy Commissioners were asked to closely monitor the process and ensure that instructions issued at the divisional level are implemented on the ground.
The administration wants Reform Utsav to have visibility across both urban and rural areas, making district-level outreach important to the programme.
Publicity and awareness activities are expected to involve government communication networks as well as digital platforms. Officials were asked to make information available in a manner that allows people to understand the purpose of the initiative and the activities associated with it.
The emphasis on communication reflects the administration’s view that public participation will depend partly on how effectively information reaches communities.
Government programmes can have limited reach when information about eligibility, services or activities does not reach intended beneficiaries. The administration is therefore treating communication and public awareness as an important part of the preparations.
Kumar asked departments to avoid delays in producing publicity material and to ensure that dissemination begins according to schedule.
Coordination between departments was another focus of the review. Reform Utsav involves activities requiring participation from multiple branches of the administration, making timely exchange of information important for implementation.
Officials were directed to maintain close coordination and address logistical requirements before the programme begins.
The Divisional Commissioner also asked officers to ensure that the initiative receives adequate publicity at the grassroots level rather than remaining concentrated in major towns or administrative centres.
District authorities are expected to adapt their outreach according to local requirements while following the broader communication strategy set by the divisional administration.
The review meeting forms part of the administration’s preparations ahead of Reform Utsav and is intended to identify gaps before activities begin.
Kumar asked officers to maintain momentum in the remaining preparatory work and ensure that responsibilities assigned to departments are completed on time.
The administration’s immediate priority is now to translate those preparations into wider public awareness.
With Deputy Commissioners and departmental officials tasked with expanding outreach, the next stage will centre on disseminating information across the Jammu division and ensuring residents receive timely details about Reform Utsav and the activities planned under it.
